- The issue of human resources professionals still a spotlight hope and for the Organization of the public to remain can survive in the globalization. Human resources professionals have a major role in every activity of public organizations. Although supported by infrastructure and facilities as well as the source of funds, but without the support of the human resources professional activities the Organization will not be resolved properly. This shows that human resources professionals are key points to watch out for with all their needs. As a key subject, human resources professionals will determine the success of the implementation of the activities of public organizations. The demands of organizations to acquire, develop and maintain human resources professionals increasingly urgent in accordance with the dynamics of the environment is always changing. The thesis is titled Professional employees of the national Office of statistics East Timor. This is to know the level of the professional employees of the national Office of statistics Timor-leste, in particular the performance of employees, Employee Accountability, Employee Loyalty, Responsibility employees, the ability of employees, Employee Competencies as well as the factors that affected him. This research uses qualitative research methods, and techniques of data collection used in this research is in-depth interviews, documentation, and observation. As for the variable in the study is the dependent variable, professionalism as a Visi-misi organization, organizational structure, leadership and awards as the independent variable. From the results of the discussion of the data obtained shows that the professional employees of the national Office of statistics East Timor, in particular, accountability, loyalty, Responsibility, Ability, Competence is still low. The conclusion is based on the data shown by indicators � indicators. The low professionalism such Employees, are affected by several factors, namely the visi-misi organization, the structure of the Organization of the rigid and very hirarkies, as well as the leadership with strategic role (decision making, informasional, and motivation) played as well as the award. As a correction of the situation, it is recommended to the national Office of statistics East Timor, to: 1) The national Office of statistics East Timor need to strategize programe in improving the quality of civil servants: in terms of the Coaching Staff through the process of course, the need or the placement of Employees with the ability, as well as the formation and the level of education of Employees was 2) Leaders need to set policy in increasing professionalism with out a little maybe barriers that can impede the smooth running of work at the national Office of statistics Timor-leste by using leadership style to suit the situation of the working environment of the national Office of statistics East Timor. 3) need to be an increase in the ability of the agencies in terms of professionalism, dedication, motivation, discipline, and a clean mental attitude of koruption kulution nepotisim. 4) needs to be a process of renewal, refinement and changes in the Organization of the national Office of statistics East Timor that make changes to the individual as an employee in the form of increased work motivation and changes in the form of management organization in the exercise of the tasks and functions effectively and efficiently. 5) Increase education and training programs by providing a special fund to provide scholarships to employees who have the ability to pursue higher education, providing opportunities to employees to attend training or courses related tojob statistics.
