- Background: The maternal and infant mortality remains a public health problem in many parts of the world. The high infant mortality due to birth that is not helped by health workers, lack of antenatal care, late in deciding to seek help for emergency obstetric cases, late to find a place of reference, late to obtain adequate treatment. Maternal mortality rates in East Timor 660/100.000 live births while infant mortality (IMR) of 29/1000 live births. Strategy Maternity Waiting Home (MWH) is a pilot program in five districts in East Timor to reduce MMR and IMR. However, the effectiveness of the MWH program is still need to research. Objective: To examine the effectiveness of the MWH program in reducing MMR and IMR in Timor Leste, and also to see the efficiency of MWH fund allocation. Methods: This study is an evaluative study with qualitative and quantitative approaches. The quantitative approach is to assess the output research and the qualitative approach is to assess the input and the process of research. Results: MWH program financing in Lautem District for $ 120,000 and in Viqueque District of $ 8.300.22. The MWH service utilization in Lautem District on pregnancy visit is for 90.9% and delivery requests is for 84.4%. In Viqueque district that do not get the intervention of MWH program, the coverage of delivery handled by health workers at 58.7%. MWH program could protect mother from death by 4 deaths (2.29 / live births), infant mortality rate of 5.19 per 1000 live births, incidence of sepsis of 6.89 / 1000 deliveries, eclampsia of 3.37 / 1000 births, obstruction of 12.82 births / 1000 births, and abortions at 10.23 / 1000 deliveries. Comparison of difference in the incidence of sepsis was 12 cases, 5 cases of eclampsia, obstructed labor 22 cases, and abortion 13 cases with funding of $ 120.000/year. Conclusion: The MWH program is an effective program in reducing the MMR of 229 per 100,000 live births and IMR of 5.19 per 1000 live births. With funding of $ 120,000 for Lautem district with a population of 66,267 people and with the amount of labor at 2082 incidences.
