  • This study aims to analyze the resistance movement that emerged against the government's plan to build Nuclear Power Plant (PLTN) in Muria Headland. Hopefully the results of this research can provide input to the resistance social movement that emerged due to government policies that are not siding with the people. The government plans to build nuclear power plants has started to establish Atomic Energy Agency on December 5, 1958, the institution which later changed its name to National Atomic Energy Agency (BATAN) would desire to have nuclear power plants in 1985. World oil prices are more expensive, the threat to fossil energy crisis and high pollution are reason expressed by the government to socialize. After had vacuum for a while, the government started discourse plans in 2010 started the construction plan stage and the plant is expected to operate in 2016. This nuclear power plant will supplies energy needs of 2% of national needs and will be focused to meet the energy needs of Java and Bali. However, resistance was emerging from the local community. According to their nuclear power plants that will spend the funds by 76 billion are very dangerous for society Muria headland. To empowered the resistance movement, Balong residents formed an organization called the Union of Balong Society (PMB) to reject the Nuclear Power Plant (PLTN). Starting with movement pioneer, called FAMB (Forum Aspirasi Masyarakat Balong), the movement of people continues to experience a fundamental change in the movement to take action to make the rejection of nuclear power development plan. Once considered FAMB no longer effective in accommodating the aspirations of the resistance movement and FAMB is disorganization, one of the groups that devote themselves to reject the Nuclear Power Plants establish PMB (Persatuan Masyarakat Balong). With this movement PMB was accepted by society an then socialization and mobilization, was intensively conducted. The impact of the movement of PMB is the community can voluntarily engaged in the movement agendas. The community fully engaged in mass actions that are often times done by PMB. The struggle of society has been able to postponed the mega projects that have been set will begin construction in 2010 and would operated in 2016. Not only that, Batan activities related to Nuclear Power Plants projects have also been halted since the emergence of strong resistance in the village of Balong. This research is based on the social movement analysis by using the theory of collective action by Charles Tilly. The research method uses a qualitative approach, while data collection is done through field studies, literature studies and interviews of several resource persons associated with the movement of popular resistance against the movement of nuclear decline mainly PMB element itself.
