- The purpose of this research regarding Government Supervision in Law Enforcement Against Illegal Passer Limits in the Border of Indonesia and Timor Leste Revenue Affecting the Region and Sector Business District in Timor Tengah Utara is to identify the extent of government control of Timor Tengah Utara regency against illegal border passer in the border region between Timor Tengah Utara District and the Oecusse District. In addition, it also includes local government effort in developing border areas in accordance with the responsibilities which is contains on Regulation Number 32 Year 2004 about Regional Government in order to provide benefits to the community and region as in terms of revenue and law enforcement. This research is legal research. This study uses normative legal research which is data obtained by literature study and field research. The method of this data is directing research which is to find out relevant information, with the object of research by direct interviews using the method of question and answer. Primary and secondary data will be analyzed qualitatively by categorizing the data in accordance with their respective interests in the formulation of the problem. Timor Tengah Utara regency government should be more wisely and they do not focus on security but also on development of public welfare, so the illegal cross-border problems that resulted in economic dependence with neighboring countries can be resolved. That development is being done to clarify areas of sovereignty. Because of that, there are still certain points of the disputed boundary. If it can be realized, the government can narrow the illegal and unethical activities of these into an order that reflects the rule of law in our country.
