- This study discusses about user�s e-readiness and government officials in implementing e-government in the town of Dumai. measuring e-readiness level using CID Harvard models that have been modified by Bulgarian state to measure e-readiness on e-government in the country. CID Harvard model can be modified and tailored to the needs of research, especially for developing countries. This study uses fdata from 170 correspondents who are random. Results obtained from this study is e-government town of Dumai still under preparation and should be made to the development of Information Communications and technology Strategic Plan for five years into the future.
