- The spirit of the struggle to transforming the lives of both the changes in individuals, families and community groups in the world is never ending all of the time. It is our view that States are categorized as poor countries of the world's the heads of State and government leaders are always thinking about how the welfare of its people. While the countries that enter the State category developments and developed countries the heads of the country are thinking about how to conduct reforms in all sectors exist. And that becomes the primary key for the welfare society and to reform is the ability of human resources that are owned by their respective countries. The education sector is the most important indicators for determining the human resource development in all countries including Timor-Leste. The people of Timor-Leste has experienced three educational process, and the third is the education system is the system of education adopted by the Portuguese government for 450, our education system is applicable by the government of Indonesia for 24 years and the education system of Timor-Leste government. With educational capital acquired from Portuguese government and the Indonesian government for 24 years finally change the status of East Timor, which was previously only one province in Indonesia Republic unitary State, the State itself in 2002 to form the Republic of Democracy de Timor- Leste. Development in the field of education is one sector that is a top priority of government to improve human resource development are still very minimal in the entire territory of Timor-Leste. Manatuto District is one of the districts in Timor-Leste's free education policy in the hope to increase the quantity of human resources that are spread in 6 districts and 29 villages with a total population of 43,246 inhabitants. And free education policy has been running for 5 years ie from year 2006 to 2010. In the implementation of free education policy has led to many questions about the effectiveness of measures to increase the quantity of education and the factors that influence the effectiveness of the free education policy in Manatuto district. The method used in this study is a qualitative method. Primary data and secondary data obtained from source data that are divided into three sources ie person, place and paper. The data are taken through observation, interview and documentation in the field of policy implementation, such as the head of Manatuto district education offices and school principals in five schools that became the location of the observation of researchers and society education in the district Manatuto. From the results of research show that the free education policy undertaken in the district of Manatuto especially in 5 existing schools, is quite effective, because the school dropout rate decreased from 34% to 20%. The dropout rate of 20% is influenced by internal factors, such as still there is a shortage of teachers, laboratory, library, textbooks and the distance between home school students to junior high and senior high school so far. From external factors, is still a lack of education agency staff to conduct monitoring, evaluation and coordination with the school to overcome the problems faced by the school. Recommendations, the government must consider internal and external factors that influence the effectiveness of the implementation of free education policy in 5 existing schools.
