- The need for professional human resources and high quality is the hope of all States. Because human resources is a major factor in the progress of a country. But when a State has the resources that are not prosefional and not quality, may cause the State was destroyed, as the saying goes "the destruction of a country not only because nuclear power is awesome but because of its human element. " Instituição Nacional da Administração Publica (INAP) as one of the other government agencies engaged in development and training of personnel in Timor Leste has a very big role for the improvement of employee professionalism especially INAP own employees. Development of human resources has become a major obstacle to INAP because many things that come affecting among others the process of planning, recruitment, selection and placement of employees less than the maximum as well as the process of training, development, performance appraisal and compensation and termination of employment which is not yet rated maximum. To support and facilitate the process required a careful planning and efficient and do a good selection process for the placement and training can give a positive impact on institutions and state INAP in the process of public service. Another thing to note is that the factors that can support or impede the work process to work towards a maximum of professionalism that seen from the process of cooperation between employees, giving awards to outstanding employees, structuring the institutional leadership and follow-up of technological change growing very rapidly. It is useful to know which ones should be improved and which ones should be avoided to prevent loss of quality professionalism INAP own employees. With the attention of all the above institutions are expected to provide public services INAP good and the maximum to employee development across the East Timorese who have a positive impact to the state and society.
