- The increase in population revealed by census in 2010 became point of reflection for various parties to return to family planning program implementation in decentralization era. The existing dilemma of how important is the family planning program tailored to autonom local discretion to regulate and manage their own household in their autonomy. The general trend is happening is after the decentralization of family planning, each local government has various respects on family planning. The centralized family planning program implementation in the past has not made so many areas accept completely the family planning as part of the governance totality in the region. Family planning is still regarded as a central program implemented locally and have not completely realized into regional programs. Therefore, analysis on how far local commitment to the family planning programs and capabilities in managing the implications arising from the regulation development is important and urgent element as an evaluative input. The only problem surrounding implementation of decentralization in the family planning is what encourages analysis on the existing condition occurring in the Ngada Regency - Nusa Tenggara Timur Province. In a series of qualitative and quantitative research, this study attempted to look at the implementation dynamics of the family planning affairs after having decentralized. The research focus is local government's commitment to family planning which can be seen from integration of the family planning programs in regional planning, the resource allocation policy and the local government responsiveness to antipathic issues. Meanwhile, the institutional implications in taking the existence of existing family planning institutions, the authority actualization and coordination pattern are improved. The results showed that, in general, the commitment given by Government of Ngada Regency is still weak as indicated by the total local government dependence to the program intervention and outside budget. While the strategic position of family planning in regional planning documents and attitudes towards the antiphatic issue despite of positive development is just still normative in manner and therefore has not fully reflected the strength of local commitment. Meanwhile, the regulation has caused the dynamics for the institutional aspects such as changes in family planning agencies from time to time affecting the authority implementation and improved coordination either those internal organization, inter organization and vertical coordination.
