- Computer Information Technology (ICT) usage in the process of governance or commonly called e-Government has become the government's need to meet the public demand the establishment of good governance. Development of e-Government requires planning and strategic direction for the effectively support the performance of government organizations. Planning and strategic directions can be poured into a strategic plan for information systems for a period of three to five years. This thesis proposes a strategic plan for information systems to support the development of e-Government in the Badan Kepegawaian Daerah (BKD) Pemerintah Kabupaten Tulungagung. Informastion System Strategic Planing (ISSP) is using the Enterprise Architecture Planning (EAP) with combining several analysis tools such as Value Chain, SWOT and Critical Success Factor (CSF).in order to provide referral information system development that are technical and non technical (managerial). The preparation of the planning documents tailored to the general pattern of strategic planning of information systems that have been made by several government agencies. to produce a planning document that is easily understood by management in government. ISSP using EAP in BKD has found 34 major data classes that form the data architecture, 24 applications that make up the SI application architecture, and support IT infrastructure and computer networks that form the architectural technology. Considerations used to determine priority of application development is the role of applications in the portfolio matrix applications, role in creating data applications, as well as consideration of the benefits and policy organization. Results from ISSP is expected to be input or foundation in developing e- Government in Tulungagung BKD, so e-Government that is built to support the realization of the vision and mission organsisasi better governance.
