The representation of woman's politicians seems dealing with paradox. The discourse support woman to be in strategic position in development scheme but the implementations stil not maximum. Even the political party can afford 30% of representation for womans in parlement but still the glass theory is applied in the political field. Indonesian government tried to fix this problem using zipper system, but it seems the paradoxs are still happens. Using this problem as entry point, this article wants to explain the dynamics and threads that showed culturally and structurally"
