- This research was aimed to assess the implementationof public policy at the local level that was the arrangementof sidewalkvendors(PKL)in the city of Yogyakarta through Local RegulationNumber 26, 2002. The problems studied were focused on 2 (two) things, "the factors that support and hinder the implementationof such policies and sanctions given to those who violate these regulations. To achieve the objective laws of empirical research conducted with the analyticaldata using escriptiveanalyticalmethodwhichin this study the authors describe the situationon the ground. Sources of data obtained from interviews, observationby resourcepersons or informantswho are consideredto know about the problemto be studied,reports,documentation,andbooks.- Policy implementationprocess settings sidewalk vendors in the city of Yogyakarta in creating a clean city, beautiful, orderly, safe, and conveniently includes 3 (three) stages: stage of socialization,regulation and enforcement,as well as coaching.The results showedthat, 1) In.general,the performanceof the implementationof Local RegulationNo.26,2002 the city of Yogyakartahas been assessedboth by the governmentwhileaccordingto the dealersthat in conducting its businessin compliancewith existingregulationsbut there are still traderswho still low level of compliance.2) In the event that the applicationof appropriate sanctions for those who violate. the regulation will increase the level of compliancewiththe traderson the existingpolicy.
