- Abstracts Statutory provisions and compliance analysis show that PAD has a vital role in regional income structure, however in its implementation PAD does not show its role yet. That is not only caused by composition of regional income structure, but also because of the increasing of subsidiary from the central govenment. Considering that case, we need the strategy for the changing of regional income structure, reconsidering regional potency, and also strategy in improving managerial and administrtation. All of the strategy intended to develop the role of PAD in regional autonomy implementation.
