- This research is a normative research using literature study to obtain secondary data which are primary law materials, secondary law materials and tertiary lcn materials. As supporting data, this research uses field observation in coastal region which have a potential risk of oil spill pollution. The analysis approach is the qualitative descriptive approach and using deductive method for the conclusion. As the result, generally the development olliability schemes affected by the effectively of liability schemes implementation which depends on the protection assurance for environment, victims, or even for the polluters.
