'iliac'', many leadership cultures problems, like nepotism, patronage, and ptineordialism, have been existing in almost management and leadership levels. A paternalist leader tends to create vertical clique to strenghten power and to increase his influence. Leadership's behaviour will influence follower's decision and daily organkation's activities, as well. How will Government reform and change deviation of the culture of the public organkations?
