- ABSTRAK Organisations must have strong and responsive leadership to cope with rapid changing environment in order to prevent the withering of the organisations' relevance and significance. This article argues that good governance-based leadership is an alternative model aimed at slowing down the organisations' withering as well as to make their existence more established. However, there are some internal and external obstacles to deal with in the transformation from the old traditional bureaucratic values to good governance-based bureaucratic values. The obstacles are both psychological and political in nature.
