  • FDI in the last four years has been decreasing. There are two key factors that can influence FDI behavior. The first one is from the home country and the second one is from host country. Some factors that have been defined are policy performance (fiscal policy), Gross Regional Domestic Product (GRDP), and regional risk (total crime). In 1999-2002, most of regions had a specific pattern in efficiency. This depended on characteristics of the regions. Each region had to solve his inefficiency in different way to the others. A panel method found that efficiency of regional fiscal policy influenced FDI significantly. The more efficient in regional tax and user charge, the fewer FDI would be reached. Other variable used as control variable, GRDP, influenced FDI significantly. On the other hand, regional risk did not influence the FDI significantly in those periods.
