  • This research which uses qualitative analysis â�� is trying to give description regarding to exploitation which happened to patron client rela- tionship between pandega" (employees on fishing vessel) with " juragan" (big owners/capitalist) caused by modernization on fishing hauling in fisher society at Grajagan village, Purwoharjo, Banyuwangi in East Java. The observation was directed to see whether the extreme discrepancy is involved into that relationship, dependence of fishermen to the owners of ships, competition between the big owners and a kind of conspiration which blocks a group fishermen's life. Based on data on the spot, modernization â�� which is one of development policy â�� has been adopted by goverment since "Orde Baru" era until today in fishing sector. This has led fishermen to depend on sophisticated technologies that trigger the fishermen to use any ways in order to gain benefits as much as possible such as bombing and poisoning. Fishermen who still persist to use traditional equipments will be unable to compete with those latest technologies, it leads to discrepancy which brings to exploitation. It could be said that modernization on fishing which is implemented by government have serious impacts, they are:first, modernization on fishing is emphasized more to the increment of mechanization technology that makes exploitation and the discrepancy between the big owners and the employees on fishing vessels become more extreme. Or it could be concluded that modernization on fishing is only enjoyed by small part of owners as capitalists and rich fishermen who has economic access and knowledge, otherwise labored fishers are still the tortured society and trapped in poverty. Second, modernization policy has destroyed the environment because it only focuses on fish hauling production. Since almost three decades the modernization has been implemented by government, socialization of good understanding about sea environment which can be part of knowledge investment is ignored by goverment which leads to degradation of environment itself.
