  • This research discusses about the methodological framework, trend, and design of performance measurement system for local government institutions in the era of local autonomy. The research conducted through two approaches: library research and field research. Field research approach conducted through single case study, whereas library research conducted through reviewing reference and prior research relevant to the topic of study. We select Sleman Regency, Yogyakarta as our case unit to be researched. The method of gathering data in this case study is by using interview, questionnaire, and document analysis. Our study found that it is still the early stage of developing performance measurement since local autonomy era. Although several progresses occurred in local government performance management, but there is a gap between ideal concept and practice in measuring performance. We found that there are several difficulties faced by local government units in determining outcome, benefit, and impact indicator. Performance measurement still oriented to the output measure not outcome. Besides that, the indicators of service coverage, quality of service, utilization, and customer satisfaction are not covered in the design of performance measurement. The information of performance indicator is not published openly and regularly to the public
