- ABSTRACT Problems in the field of security and order are essentially a joint responsibility of all members of the public. This study seeks to examine the concern of the general public with the dynamics involved in the disturbance of the existing order that has frequently been occurring in various regions. To obtain data and information, the writer conducted a survey by sending out a questionnaire to the general public, community leaders, and decision-makers in the field of security and order. The techniques used in this research are in-depth interviews and participant observation. The result of the research indicates that the public has great concern for security and order. Inspite of the external factor from urban areas such as robbery, thefts, and fraud as well as internal factors resulting from disguised unemployment, the public remains on the alert. Their concern manifests itself in their readiness to work together with security officers and among themselves. Their strong motivation makes them willing to participate in various activities that promote security and order in their environment. Besides, their loyalty to the bureaucracy and security officers is reciprocal. Any implementation of development programs in the field of security and order always receives a positive response from the public because of the influence of some internal factors such as the homogeneous nature of a population. It is found that development in the field of security and development can neither be ignored nor prioritized. This means that all aspects of development are equally important and strategic. Therefore, they need to be carried out in stages. A persuasive approach is still relevant in dealing with the problems of security and order because they are closely related with other aspects of life. . A persuasive approach can enhance social cohesion in creating national integration. To this end, there is a need to disseminate information to all members of society in order to instill greater awareness of security and order. This information should reach individuals, families, schools, workplaces and residential areas. This effort requires a strategy and hard work from both the community and relevant institutions because the problems of security and order require social control.
