- This research was intended to evaluate whether or not the territorial expansion in Central Kalimantan Province is in line with the normative criteria and empirical criteria. The research was conducted in river basin-based regencies (Kotawaringin Timur and Katingan regencies) and non river basin-based regencies (Gunung Mas and Pulang Pisau regencies). It used a descriptive-qualitative method and a deductive-comparative approach. The results showed that of the new findings that are supportive are: that expansion gives significant to the regional development, regional potency management using environment management pattern
