- ABSTRACT A qualitative study on the condition of financial system and training needs was conducted at 9 Class-C local government hospitals in Central Java, in the period of 1992-1994. The results showed that comparing to the standard for business, the condition of its financial system was very poor. For supporting the future swadana policy, the current financial system is not sufficient. It is recommended to improve the financial system through recruiting professional accountant and managing a proper training scheme. The training scheme should be organized to fulfill the need of multi-level managerial position and should use on the job-training approach.
