- ABSTRACT The thesis entitled Irrigation and Plantation in Besuki Residency 1870-1930 was intended to know the process of change after the establishment of irrigation, the area extension, and the increase of the agricultural production which affected the degree of the people's social. justice. This research applied the historical method, i.e. : heuristic, criticism, interpretation, and historiography. Referring to this method, this research analyzed a number of history resources, both in the forms of documents and other written resources in connection with irrigation and development agricultural sector. A number of resources used were gained from the National Archive of the Republic of Indonesia, a number of libraries, and the private collection. This research also applied ecological approach to analyze the process of change due to irrigation extension, the export plants and agricultural development. The findings demonstrated that the development of irrigation infrastructure for expanding the export plants (plantation) had implication on the people's agricultural development. The development was indicated by the existence of area extension and production increase. The-people's agriculture developed hand in hand with the private plantation. Both integrated each other in a mutual relationship. On the other hand, the relationship caused the characteristics of subsistence economy developed into commercial economic system. The availability of land and workers or migration people as the factor agricultural production caused development of the private plantation. Furthermore, as the local economic activities, the people's agriculture knew the system of rental, wage earner, and money economy. The development supported economic progress in Besuki.
