- The study aims at investigating the institutionalization of the TRI (Intensification of People's Sugar Cane) program. The program is based on the Presidential Decree Number 9 of 1975 about Program Tebu Ralcyat Intensifikasi known for its TRI program (Intensification of People's Sugar Cane Program) in Klaten Regency. Besides, using the institutional de- velopment model of Esman (1972) the study tries to identify the vari- ables of leadership, doctrines, and the gra prom of organization which has significant influence on the ins tituhonalization of The TRI program. Lack of institutionalization of the TRI program is the main focus of the problem in this study. The object of the study is the implementation of the organization of the TRI program (Satpel Bimas MI whereas the subject of the study is the apparatus of Satpel Bimas TRI of the district level, and Klaten Regency has been selected as the locus of the study. Data as well as information are collected through interview using questionnaires. The data collected are classified to find oul the distribution frequency. Further on, description is carried out. By using. presentation analytical technique the study indicates the existing inclination in the study location. The study shows that even though the majorpart of the TRI program has been institutionalized, its level of institutionalization has not been considered as optimum. The pro r_am has been institutional i7Pd is shown by the fact that several of the MI farmers' groups have received appreciation both at the regional as well as at the provincial level. The "Tani Makmur" farmers' group has even won the national championship. The program has not been institutionalized to the optimum because empiric data obtained in the field show that many indicators of research variables have not been able to operate optimally. Such condition has brought an impact that the TRI program in Klaten Regency can not yet be accepted and not yet wholly suprted by the farm community, and thus the institutionalization of the TRI program is not successful as has been expected.
