  • A research on Farmer Social Economical Constraints in Develoment of Soybean was conducted during May 1991 to December 1991 in Gunungkidul District, Yogyakarta Special Region Province. The objectives of this study are to evaluate the role of Local Government in supporting development of soybean, to evaluate the activities of Field Extension Agriculture Service (PPL) in stimulating farmer to planting soybean, and to study farmer's response toward Government plan to intensity soybean planting in the region. Three villages were selected for the research. Village 'A" represents the modern village, village "B" and village "C" represent the traditional village. Interviews were conducted in these three villages to collect primary data One hundred farmers from these three villages were selected as respondents on the basis of size of landownership. The result indicated that, although soybean was considerably suitable to be developed in Gunungkidul District because, its land and agroclimate were favorable. Nevertheless, the productivity rate which has been achieved by farmers is still categorized as low. There are several reasons: 1.The role of Local Government in organizing and motivating fanner to adopt new technologies, and to establish effective soybean marketing system was intangible. 2.Weak Extension System, Agriculture Extension Workers were not well trained on methods of technology transfer to farmers, how to conduct discussion with farmers, and no experience in assisting farmers to solve their problems. 3.The failure of the Government to establish a reliable agriculture inputs distribution systems, 4. Only large farmers had the resources to adopt the new technology , the price agriculture inputs are still too expensive for small farmers to adopt.
