- In the spirit of deregulation, deburecuicratization and decentralization as the development strategy or structural adjustment of the government, to increase the participation of the business community in development, GBHN 1983 suggests that government through the Chamber of Trade and Indus trty (KADIN) get more involved in the business world. This was then formulated in the spirit of Indonesia Incorporated by the East Java cooperates with the Local KADIN (KADINDA), in -the spirit of decentralization, to make efforts to develop the investment climate as well as the life of trade and industry in East Java In fact, East Java needs to prepare itself so that its national economic position, function and achievement, particularly in the region of eastern Indonesia, are judged as being significant by some parties such as DPA. With such reasons, East Java becomes the focus of this research inquiring how the process of cooperation operates. This cooperation is conceptualized as a quality in social grouping in Indonesian development which had become a theme/topic in ITEPHS's seminar in Palembang in 1984. Berrru_se the phenomenon being observed is a new one, the reserach is explorative. To account for the phenomenon of the cooperation between the government and the business world, I apply the concept of State Corporatism of Philippe Schmitter. In order to explain how the process of cooperation in East Java occurs, I also employ the principle of decentrazation. It is necessary that the local government implement development in accordance with the condition, potential and characteristic of the region. Development requires the participation of society and the involvement as well as the encouragement of local government officials' ability and responsibility. On the basis of this research, we can identify the outlines of an emerging 'East Java Inc.". Key words: social quality -- structural adjustment -- decentralization -incorporated
