  • This study is aimed to investigate the factors affecting the rice procurement and to estimated the elasticity of the rice procurement as zvellas the influence of rice procurement caused by the price stabilization. The study is based on secondary data (time series from 1970 to 1990) obtained from several government agencies in East Java. The model used is simultaneous equation framework with the techniques of Indirect Least Square (TLS) and Two Stage Least Square (TLST). For the estimation purpose, the logarithmic function is used, with the quantity of rice procurement as the dependent variable. Variation in the ratio of price, net production, net production lagged and import are estimated to influence to the variation in rice procurement The result of the study indicates that the elasticity of the government rice procurement over the ratio of price and net production with are -2.595 and 1.424 respectively. The elasticity of the rice procurement from the middlemen to the government over the ratio of price and net production wich are -1.834 and 1.282 respectively. Finally, in order to know the price fluctuation, the coeficient of variations used to measure the stabilization of market price. The result shows that the coefficient of variation related to the ratio of market price of rice is 23,25 percent wich indicates that the fluctuation of market price of rice is relatively stable Based on the study, it is suggested that East Java Government would be able to maintain the implementation of price stabilization program by estimating rice stock and fluctuation of rice price more carefully.
