- Public Service Broadcasting is very important in a democratic country. This institution has crucially important role as a publc sphere which is neutral and independent forpublic in exchanging ideas and information including the role of influencing the political decision making process. According to the newly Broadcasting Law, TVRI and RRI are stated as public service broadcasting in Indonesia, but there ispublic resistance in transforming TVRI and RRI to becomepublic broadcasting. There are four factors which can be identified as important factors which make this public resistance. The first one is the ambiguOP of media characteristic. The second is the public interest which is not represented by the media (media representation). The third is the inconsistenry of the social structure on democratization process and the last one is the complexity of sociocultural interaction. Key words: Public service broadcasting.
