- Financial problems faced by cities of the third world countries, especially Southeast Asia, affect the cities in providing urban services needed by the urban communities. Utilizing local resources becomes one of the objectives of this article which purpose is to open the local government's mind that it is time to "do anything" in order to solve the financial problems, including to conduct "city marketing" of the urban products. Utilizing local resources sometimes cannot be done effectively. One of the constraints in doing this is the lack of tools for urban management or local resource management, operating under the local government. Such tools can be used effectively under a framework of a wide-area urban management. Tasks of the urban management include to conduct management functions comprising of identification, qualification and quantification, development planning, operation, and utilization of the results. In the era of decentralization and "local autonomy" launched since the early of the year 2001, there are opportunities open for the application of urban management concepts to solve urban problems, partially and totally. In this article, the concepts are applied to Malioboro area, Yogyakarta, as a case study, resulting in some recommendations for the development and marketing of the area.
