- ABSTRACT The PDAM (drinking water local company) is the public organization function serving the public needs and all at once demanded to make profit from the products of clean water. To be able to do both functions well, so it needs the companies performance as well. In this research entitles "Analysis on the Public Service Organization Performance" (A Cage study on PDAM of Magelang Municipality), which wants to be described here is concerning with why the organization performance of PDAM in serving the people is low and what factors influencing it. This research aims is to know deeply the organization performance of PDAM and the factors influencing it, expecting that it can provide the income and contribution of thought in increasing the public service organization performance in serving people, especially in the field of clean water. For knowing the PDAM performance will be measured through two dimensions, these are, the economic dimension, including the productivity, debt structure, efficiency and the degree of profit, and the social dimension measured through the service quality, accountability and responsiveness. While the factors influencing its performance consist of two cases, that is, external and internal organization, including the people's economic level, centralization and decentralization, legitimate authority, and the formalization degree. In this research, the data collection held through the observation, in depth interview and documentation. The data obtained from the informants or the respondents determined purposively including the managers, stakeholders, employees and customers. Whereas the data analysis uses the quantitative descriptive analysis and completed with using the quantitative one. The result of this research shows that the PDAM performance of Magelang Municipality consider low, both from the economic or the people service aspect point of view. The economic aspects can be known from the fall of total water production and total water sold. Besides this, it can be seen from the low score of the financial feasibility of PDAM, including the debt structure, service aspects to people can be known the low quality of service given, especially in distribution and the continuity of water service. Whereas the factors influencing the low performance of PDAM can be known from the low level of people's economic, the application of decision making with the centralization system, the use of legitimate authority system having been not maximum, especially in case of less control and guide held by the superiority, and the application of too high formalization which is not suitable with the environmental condition out of PDAM now. Based on the analysis result, this study recommend to increase the PDAM performance, especially that of Magelang Municipality, among the other thing, need the efficiency in all the fields, especially on that has been not considered necessary and not profitable, the importance of holding the efforts to increase the service quality to people, calculation in the tariff increase, the change in the policy taking system from centralization into decentralization one, the importance of control increase and guide by the superiority towards the inferiority. Besides this it is necessary to consider not to limit rigidly the regulation in actualization and the expansion of discretion given to all the superiority or inferiority providing that it orients to the people's or the company.
