- The ministerial decree of the ministry of public work No.20/KPTS/1986 is the technical guidance of road management pr non story modest housing complex. The decree, however has not been followed by developer, as shown in the facts The number of developers have made such mismanagement, temporary and permanently. The mismanagement in the housing complexes provided road has then followed by the inhabitants by renovating or rehabilitating their houses that forting back the fuctionality of the road facilities. These all resulting in the inconvenience in the housing complex' traffic. An intensive investigation is required to investigate the mismanagement, which in turn to return back into the appropriate management. The investigation was made in Semarang and the surrounding areas, on Wednesday and Saturday (September 16 and 19 /998), on the morning peak and the afternoon peak. The investigation is addressed to evaluate road and sidewalk width in the modest housing complex. The evaluation was addressed in by turn of environmentally housing balance. There is a variation of road width on the 12 modest housing. Plamongan Indah is the best one (7,00 tn). Kopkar is the worse (1,80 m). There are many factors, such as 85 percentile of vehicle flow, 85 percentile of vehicle velocity and total vehicle on the modest housing, influenced the road width. In other hand, 85 percentile of pedestrian velocity is influenced the sidewalk width.
