- ABSTRACT Community health center is the government's frontier in health services. In its development, it faces a serious problem to improve its service quality. One of the causes is the community health center's minimum budget as a result of the unavailability of operating budget. To cope with this problem, Pasar Ikan Community Health Center in Bengkulu charges its clients above the official charge. The budget is then used to improve its service quality. This study was aimed at calculating the total cost and health service unit cost in Pasar Ikan Community Health Center. This was a non-experimental study using a case-study approach at the Pasar Ikan Community Health Center, Bengkulu with a qualitative method. The cost analysis used the real cost method with the direct and indirect cost concept. The equipment used in this study was forms from Biro Pusat Perencanaan (Planning Center Bureau) Department of Health, Republic of Indonesia and interview guidelines. Data were gathered from May to July 2001. The study showed that (1) the total cost in Pasar Ikan Community Health Center reached Rp21,235,526
