- Abstract This research is descriptive qualitative. The purposes of this research are first, to investigate how is far participating of the societies in implementing Sleman site Planning relating to local autonomy, second, to find out some factors which can obstruct the implementing the Regency of Sleman site plan relating to local autonomy and third to examine exertions which is done by Sleman Regency in order to site planning go in command. Primary data are obtained from respondents and informants. Respondents are the owners land rights who live in research area. The informans are the officials of National Land Agency of Sleman Regency, the officials of the Local Development Body, the officials Department of Farming, the officials of Land Control Body the officials of Department of Settlement, Camats and the head of villages. While secondary data are obtain through library and documentary study. The results shows the societies especialy the owners land right are not participate enough in implementing Sleman site plan because the societies have not known about the Local Regulation Number 23, 1994 about The Site Plan Sleman Regency. The breach of that Site Plan are not punished, the agricultural produce which is not enough, lack of legal awareness of the societies and that is not consistence some policies of Agrarian of the Government to cope the problems. The obstructions which can impede to implement the Sleman Site Plan are: lack of opportunities for employment, economic rate the people are low, and coordination of many institutionals which cope the breach of the site plan are not so good. Some exertions which done are dissemination to people about site plan between coordinating institutions or done itself. The recommendation are: first, dissemination about some legal regulations of site plan, second, creating opportunities for employment and third, improving cooperation between some related institutions.
