- ABSTRACT The purpose of this research was to analyze the local government's policy in the District of Gunung Kidul to empower the village inhabitant in Baron Beach and to analyze the role of village in developing socio-cultural potential for tourism in relation to facing the regional autonomy. Research data was obtained through library study and field study by interviewing with the related officers and parties. These data was analyzed qualitatively. The result of research that in the effect to equalize the income, employment creation and community empowerment, the local government used to involve the community in managing and developing the tourist destinations. Local government through Tourist Beureau in cooperation with the village, i.e. Kemadang Village, conducted some efforts to enzpower the community, such as by involving the community in developing Baron Beach, the founding of Tourist-Conscious Group (POKDARWIS), capital aid and the guidance. Beside the POKDARWIS, some other groups grew from the community initiative. The village and its community used to try to take part in some area in managing tourism by exploring socio-cultural potential they had to improve the service quality to the tourists. Economically, the income from tourism sector is relatively small, so that these activities hadn't become the mainstay as main employment of the local community. It was because the Baron Beach tourist destination was still in development level and there were many tourists in specific days. The community consciousness in preserving the environment was still low. Moreover, because the interaction frequency between tourist and communities was still low, so the negative impact in community behaviours was not so clear. In relation to the development of Baron Beach, the role of village in the future had to be increased, especially in improving the community consciousness in preserving the environment. To increase the care and the responsibility of local government, it needed to give the more role to village in managing the Baron Beach, especially in decision making planning.
