- ABSTRACT The Government of Yogyakarta Special Territory Province has concluded sister province cooperations with some provinces abroad. Some cooperations succeeded, others did not, meanwhile there were a lot of potencies which can be optimalized by these cooperations. This research aimed at answering the following questions: (1) what potencies could be developed by the Territory through the cooperations, (2) why there were cooperations which could and could not be done, and (3) how the Government optimalized of the Territory's potencies. It was conducted by documentary and library study. The data were analyzed by interpretation of treaties and law with a legal comparative approach. This research indicated that (1) whatever potencies of the Territory, which have sistership, similarities, and factors of the same level with provinces abroad, could be manifested in the sister province cooperations, (2) the implementation of the cooperations depends on the contact person, position of the parties, institution, and local cost, and (3) in optimalizing of the cooperations Department of Foreign Affairs has been proactive.
