- Undang-Undang Republik Indonesia No. 25 Tahun 2004 Tentang Sistem Perencanaan Pembangunan Nasional and Peraturan Pemerintah No. 58 Tahun 2005 Tentang Pengelolaan Keuangan Daerah, asserts that one of the purposes of regional planning is to ensure linkages and consistency between planning and budgeting. There are several planning documents based on the level of time and the budgeting namely RPJP, RPJM, RKPD, budgets, and other essential supporting documents such as spatial and sector planning documents including the housing sector. These documents are highly correlated between one document to another. Abandonment of the linkages between planning documents, causing inconsistencies between priority programs / activities that are supposed to be with a program of activities set out in the budget document. In the housing sector, the planning and budgeting must also consider the above documents and other relevant documents. This Study is done to measure the consistency in planning especially Kegiatan Fasilitasi dan Stimulasi Pembangunan Perumahan Masyarakat Kurang Mampu. This study used a method of deduction with descriptive analytical approach, namely by developing indicators which is based theory and development policy indicators as a measure of the consistency of Kegiatan Fasilitasi dan Stimulasi Pembangunan Perumahan Masyarakat Kurang Mampu 2014. This study found that there were planning inconsistencies in Kegiatan Fasilitasi dan Stimulasi Pembangunan Perumahan Masyarakat Kurang Mampu 2014 compared to the theoretical indicator and planning documents indicator that were made as implementation reference of Kegiatan Fasilitasi dan Stimulasi Pembangunan Perumahan Masyarakat Kurang Mampu, and we also fund what are the factors that affecting the inconsistencies.
