- Background : A national program of kelurahan siaga which is targeted to cover 80% of villages throughout Indonesia at the end of 2015 has been launched. Many government programs, especially community development programs launched by the government including the Ministry of Health were not run as expected. This study illustrates how a top-down policy was implemented in the region by exploring the factors that affect the application of policies in the field. Objective : To explore the policy implementation process for kelurahan siaga, Pontianak. Methods : This study is a qualitative descriptive with case study design. Subjects in this study are the stakeholders involved in the process of policy implementation kelurahan siaga in Pontianak. Samples were selected purposively. Data obtained from in-depth interviews were 8, focus group discussions (FGD) on 17 respondents, observation, and document review. Results : The implementation of kelurahan siaga policy in Pontianak standby still use a top down approach that has not been give a significant impact for the community participation and independent to act actively in health.
