- Program Plan of Mid Term Investment (RPIJM) in the Field of Public Works (PU)/Human Settlements of North Tapanuli Regency is a commitment between the Central Government (Directorate General of Human Settlements of Department of PU) with the Provincial Government of North Sumatra and North Tapanuli Government through the synchronization of development programs ranging from central to local levels for the period of 5 (five) years so that it is more optimal perceived by the public. RPIJM in the field of PU/Human Settlements (CK) can also be a creative plan to improve the locally generated Revenue through raising the drinking water tax levies. The purpose of this study is to identify the effectiveness of the implementation of RPIJM in the field of Public Works (PU)/Human Settlements (CK) in North Tapanuli Regency in the drinking water sector and formulate the factors that influence (support and hinder) the implementation of RPIJM in the field of PU/CK of North Tapanuli Regency in the drinking water sector as has been run in North Tapanuli regency. This evaluation study is the case study using qualitative deductive method which is analyzed by the rationalistic approach and quantitative qualitative descriptive. This study learned from the experience that happenned in North Tapanuli Regency by evaluating the implementation of RPIJM in the field of Public Works/Human Settlements of North Tapanuli Regency, so it can provide the strategic concept input for the other regional governments which have not been successful in implementing RPIJM in the field of PU/CK. Based on the results of this study indicates that the effectiveness of the implementation of the RPIJM in the field of PU/CK in North Tapanuli is quite effective (69.93%), but the results of the said plan have not been optimally utilized by the public. It is due to the utilization of the plan result that have to pay, so most people still survive using water from other water sources available. The implementation of RPIJM in the field of PU/CK of North Tapanuli was also influenced by the factors such as: 1) The average-grade of communication with all parties involved in the implementation of the plan resulted in the implementation of the plan requires a longer time, 2) The lack of local Human Resources is resolved by the procurement of qualified human resources from outside North Tapanuli, 3) The average grade of attitude and commitment accompanied with the strong motivation and desire from all parties (stakeholders) involved may facilitate the implementation of the plan, although only limited to the requirements of administrative processes and leadership instructions, 4) The lack of coordination can be caused by a lack of communication among the personnel in the structure of the organization/ institution which are not binding during the implementation of the plan by adjusting the rules and regulations thereon. 5) The policies in the implementation of advantegous plan for the public will gain the support of the public as well as to secure a plan realization.
