- Transportation Cost Subsidy Program (SOA) is a program of local government policies related to the provision of direct financial assistance to the primary needs of the dealer distribution center to the inland district level. The purpose of SOA is the equal distribution of goods spread frontier society staples and basic necessities to maintain price stability in the border region. There are still many obstacles and barriers in the implementation of SOA in the form of a price difference in the city to the border area would need to know the implementation of the policy. The purpose of this study was to determine and analyze the implementation of the Subsidy Cost Carrier (SOA) staple frontier society in Kayan Hulu Subdistrict Malinau District. The method of research used descriptive research that aims to provide an overview of the implementation of the subsidy program policies freight goods of basic needs in the border area of Kayan Hulu Subdistrict Malinau District. Techniques of data collection are done through interviews, observation and documentation. Data analysis was conducted through an interactive process that starts from the process of data collection, data reduction, data presentation, and conclusion. One form of policy for the development of border areas related to the basic food prices are expensive government issued a policy with Transportation Cost Subsidy program (SOA) with the expectation that the price of basic commodities stable and relatively cheap. Transportation Cost Subsidy Policy of basic needs of the Border Communities Joint Decree of the Minister of Industry and Trade, Minister of Home Affairs and the Minister of Finance No. 239/MPP/Kep/7/1997, No. 90 of 1997 and No. 313/KMK.03/1997 on Subsidies Transport costs of basic needs of society Inland East Kalimantan. The results showed that: the implementation of the Subsidy Cost Carrier (SOA) staple goods Kayan community in the District of Hulu, Malinau District already felt successful, although not optimal. Although people feel that the program is appropriate SOA as a positive alternative solution to the border areas of the economy, but the program still shortcomings in the implementation of such a long time and the distribution of goods that are not in accordance with the financial condition of the community, so that people still rely goods from Malaysia. Factors affecting the implementation process are the communication between the executive and public policy in the distribution of goods is not optimal. Factors related to the availability of resources: lack of availability of goods when the goods society needs that result there is still a dependency with Malaysia. Disposition factors: existing perception and response to both of the projects. Factor structure of the organization: distributors and retailers do not have a warehouse and container goods of basic needs. To overcome the obstacles to the implementation of the SOA program are advised to make the distribution of goods SOA with a door through cooperatives or kiosks that have been designated and agreed upon. Proactive village head along with officers in the field to anticipate the possibility of leakage in the distribution of goods SOA.
