- The study at hand opens up a new horizon in the analysis of the tradition of the study of local politics in Indonesia which focuses on local inhabitants. The study examines the political dynamics among Madurese migrants in Malang. In some periods of local politics in Malang, the political groups fight for Madurese migrants� votes in local elections, such as Pemilukada (election of the regent) and legislative elections. Competition over the migrants� votes is due to their high quantitative electoral potential. By employing F.G. Bailey�s perspective in political anthropology, the author analyses an in-depth political system of political structure and an environment where the political �organization� works by sustaining the political culture, adapting and modifying themselves or totally changing. In line with Bailey�s theory, Madurese migrants in Malang are dynamically organized in five patterns in the political structure. These patterns are �gifts�, personnel (political community, political elite, and supporters), leadership, competition, and control. The dynamics in the political arena reveal the significance of the intertwinements between the role of the local elite (blater) as connected to religious rituals as well as the tendency of money politics in the political landscape in Indonesia. Even though the political dynamics within the Madurese community in Malang contributed to political change in Malang, the development of the Madurese� settlements in Malang are not in line with the official public policy of the political elite and their political contribution given did not result in a realization of leaders� promises.
