- The construction development of Palembang city begins to be directed to Seberang Ulu area, including Jakabaring area. The natural condition of Jakabaring itself is a tidal swamp area so to serve this area as a settlement, a swamp reclamation is then done. The change in this area means reducing water absorption capacity. The swamp that functions as a water pond should not be covered by buildings because it will interfere with the stability of hydrologic cycle. The soil backfill done for the reclamation process has led the water that previously can be accommodated in the swamp to move away to streets or other lower areas, thus causing floods in certain locations. This study was aimed at getting a management direction for the settlement in the swamp area in terms of vegetation, drainage, and building systems which can affect the balance of hydrologic cycle. The method used in this study was a quantitative method with the approach of rationalism performed by investigating the existing condition of vegetation, drainage, and buildings to subsequently find their effects on the balance of hydrologic cycle in the area. This study found the lack of good vegetation system, disintegrated drainage system, and decreasing water absorption area due to land covering by buildings and infrastructure in the area. Consequently, such a condition disrupted the hydrologic cycle so that it caused waterlogging and flooding. These findings answer the research objectives as well as conclude the appropriate management in the area such as: the used vegetation system must maintain the balance of hydrologic cycle, the used drainage system must have a concept of collecting and absorbing water, and the management of buildings must pay attention to the width of open space which serves as a water absorption area in expanding the buildings. The output of this study is the direction for the management and development planning of settlements in the swamp area that give rise to a housing character that maintains the balance of hydrologic cycle, there by creating an environmental management of swamp area that is safe from hydrologic cycle disruption.
