- Legislative election in 2009 in Bitung municipality, remains one unique phenomenon. Partai Keadilan dan Persatuan Indonesia /PKPI (Indonesian Justice and Unity Party) that was small party and in both national and province didn�t got parliament chair allocation exactly become a winner in legislative election in Bitung Municipality. The main objectives of this study was to knowing the background that caused PKPI winning legislative election in Bitung Municipality in 2009. Especially is related to the position of one cadre of PKPI as a major of Bitung Municipality when legislative election was performed. Other of that, in this study was also performed analysis to the implementation of patronage politic and utilization of patron-client relationship by individuals of PKPI candidates to win a legislative election in 2009 in Bitung Municipality. This study was qualitative study, by descriptive study model, and case study approach. Whereas the informant included: 1 people was head of Election Winning Board of PKPI of Bitung Municipality, 1 people of head of PKPI of Bitung Municipality in 2009, 2 people were PKPI administrator of Bitung Municipality, 3 people were PKPI member who were elected as a legislative member through election in 2009, 2people were religous figures of Bitung Municipality, and 2 people were the staff of the government of Bitung Municipality. Data was collected by interview and document study, whereas the technique to analyze the data was iterative analysis model from Miles and Hubberman that includes data reduction, data presentation and verification conclusion. The result of the study shows that there was relationship between PKPI winning in legislative election in 2009 in Bitung Municipality with the position of one cadre of PKPI as major of BItung Municipality. The position of PKPI as a governance party eased the access to resources distribution, particularly in campaign periods. Other of that, individuals candidate of PKPI also able to claim the success of the government programs of Bitung municipality as the success of program that was leaded by PKPI cadre.
