- Strategic Plan for Information Systems (SPIS) determining the success of Information System implementation. IS strategic plan benefits include aligning IS and business objective, create effective management, identifying opportunities for competitive advantage and increase business value. This study will create a SPIS model by adopting the RIPTIK and PEGI methode as the mandate of Indonesian eGovernment legislation. RIPTIK have a complete framework and PEGI The lack of methods isnot provide an analytical tool for strategy formulation. This will be refinedby Ward Peppard SPIS methode, with many analysis tool value chain, balanced scorecard, critical succees factor, Information Systems need, Politics Social Economy and Technology (PEST), and SWOT. The combination of RIPTIK, PEGI, and Ward Peppard form a new complete method. Input are environments analysis : Internal business, external business, IS/IT internal, IS/IT external. The new methode was conducted at the Department of Revenue South Kalimantan and aligned with revenue optimization study. The output of the research is strategies and portfolio on five dimensions: Planning, Policy, Institutional, Applications, and Infrastructure. Strategy on policy dimension is proposed to IS Dispenda�s PERDA. Srategic application is eDispenda, eSamsat, revenue potential database, supervision/monitoring system, executive information systems, data integration with enterprises, Integrated website with revenue service and banking system.
