- The objective of this research was to identify standing of equality before the law principle on notary position in stipulation of article 66 of Law number 2 of 2014 concerning amendment of Law number 30 Year 2014 concerning Notary (Law on Notary) and urgency of keeping an institution that provide license related to copy of deed minute and summoning notary in amendment of Article 66 of Law on Notary. This is normative law research that analyze research problem from existing rule on equality before the law principle on notary position in stipulation of Article 66 Law on Notary. The kind of analysis used is descriptive qualitative analysis that base on quality and real characteristic prevailing in society. Data was collected with literary research using documentary study and interview guide. Equality before the law principle means equal protection on the law and equal justice under the law. Equality before the law principle in notary position is not absolute, meaning that notary is a position exempted in equality before the law principle during doing the function complying with Law on Notary and Notary�s Code of Ethics, so he deserve legal protection. One of the legal protections is special mechanism in providing permit for examination stipulated in article 66 of Law on Notary. The urgency of defending an institution providing permit related to taking copy of deed minute and summoning notary in amendment of Article 66 of Law on Notary is to give filter on urgency of notary presence in court session and in order in doing notary function, there is institution comprehending, understanding and giving previous assessment over implementation of notary function whether it comply with Notary�s Code of Ethics and Law on Notary or not.
