- Jaminan Pendidikan Daerah Policy (JPD) Yogyakarta City rolled out since 2007. This policy is intended to increase educational opportunities for regional residents and completion of compulsory education to 12 years. The absence of research on the implementation of the educational unit and some of the issues regarding the implementation of policies JPD, interesting to study. This study aims to determine how the implementation process JPD and know how the SNP as a guide educational policy can realize the goal of the JPD. With qualitative research methods and the use of evaluation model of Stufflebeam obtained a complete and in-depth data that helps researchers in analyzing the JPD policy. CIPP Model includes four aspects: context, input, process and product evaluation. The use of this model is chosen because of the wide range of previous research studies that have resulted in a comprehensive and adequate information weights. The study concluded that the implementation of the education policy unit rate JPD at high schools in the city of Yogyakarta has been going well. The data obtained showed 100% graduation rate performance, but still there are students not graduating because of other factors, such as moving house, work, and perform criminal acts. The use of SNP as the Policy Guidelines in the framework of the implementation of the education policy has been considered successful in supporting the realization of the goal JPD with appropriate competency standard SNP. This is indicated by the fulfillment of the minimum performance achievement indicators in the SNP. Data quality schools in meeting the SNP is very good with a mean score of 3.86 on the SKM program, PSB, and PBKL as well as the value of the mean score of 3.91 on the KTSP program, all of which use an assessment of the 8 indicators SNP. Other findings as well as feedback (policy improvement) is the public perception that considers errors that JPD is a guarantee of financing and guarantees entered public school with any grades boosted without any quota limit value (RTO). JPD is not appropriate financing and less time in the magnitude of the real figures for school development. JPD policy Targeng need attention to reduce the sense of injustice in the community.
