- The high suicide rate in Gunungkidul puts that district in Yogyakarta with the highest suicide cases in Indonesia. A social issue that elicits uneasiness in society so government free from any preventive measures as a form of responsiveness. District Patuk be the only area launched declaration anti suicide in sub-districts with convention of Deklarasi Patuk: Dari Simposium Patuk 2011 Bebas Perceraian dan Bunuh Diri. Research purposes this is knowing relation internal and external government Patuk, output policy and public opinion Patuk on launching the Declaration Patuk. This research in a qualitative by approach purposive. The research in District Patuk, Gunungkidul, Yogyakarta. An informant who used 18 one who divided into six categories namely Patuk District Government, key informants, police Patuk, KUA Patuk, BAPPEDA Gunungkidul, and community of Patuk. Technical data the study to data primary and secondary. The data engineering analysis using 4 stage, namely data reduction, data display, conclusion drawing and verification. The result showed that Free Movement Patuk Suicide was triggered in the declaration held due to internal the relation between sub-district with staff employees. While external relation between government Patuk by the related agencies and local people. Besides, the movement also carried out to support the Government's efforts in handling Gunungkidul suicides. Patuk Free Movement Suicide carry several programs, among others: steady spiritual, state of being prepared and on the alert security apparatus, socialization through the role of the media and scope and improve family society economy. Declaration Patuk as output policy cannot be successful in lowering suicide rate in Gunungkidul especially in Patuk. This is due to constraints in the implementation of policies which include: lack of funds, problems of coordination between the government and relevant agencies and the community, the absence of a flanking monitoring, and evaluation policy and the suicide not be as priority issues must find the solution. Nevertheless, Declaration Patuk able to provide understanding to the public so that most people don't believe in the existence of mythically pulung gantung.
