- Implementation of the Social Security program is not running as it should. there are still many companies who do not engage their employees' social security program. These companies are based on Government Regulation No. 14 of 1993 actually had qualified and obligation to engage employees in the social security program In relation to social security, UNY KOPMA have registered as participants of the social security administration, however there is a difference in treatment between workers' social security permanent employees, contract employees, and employees SPK / freelance. In this regard the issues discussed in this study is the legal protection given to employees who KOPMA UNY not included in the Social Security program as well as any obstacles that occur in the implementation of Social security Program The method used in this study juridical empirical research that more emphasis on the study of law in action law (the law in fact) that remained departed from the norms yuridis.Penelitian uses two (2) types of research that the research literature (library research) and field research (field research) . Based on the survey results revealed that, KOPMA UNY not fully provide legal protection for karyawanya are not included in the Social Security program it is certainly contrary to ketentuang Act 3 of 1992 on Social Security it is known from the existence of several employees who have registered as participants in the Social Security program. in addition there are many obstacles in the implementation of the Social Security awareness and responsibility among the leadership, lack of socialization and lack of enforcement of sanctions makes the implementation of the Social Security KOPMA UNY become less effective and harmful to the employee.
