  • This research was conducted in Mojo Village, Sub-district of Ulujami, Pemalang Regency and aims to identify stakeholders, their interest and interaction among stakeholders in mangrove rehabilitation. Respondents consisted of 35 brackishwater pond farmers, three officials of local government institution and one person from OISCA (international NGO) were determined by purposive sampling method and interviewed using semi-open questionnaire. Besides that, also conducted in-depth interviews with selected key informant. Result of the research indicated that stakeholders involved in mangrove rehabilitation in Mojo Village were local government institution, farmer group, and OISCA. Local government institutions consisted of Office of Maritime and Fishery, Office of Agricultural and Forestry and Office of Environment, while farmer group consisted of owner and tenant of brackish water pond. Stakeholders have different power and interest. From local government institution, Office of Agricultural and Forestry has the highest power and interest in the rehabilitation of mangrove ecosystem. Local government and NGO concerned to rehabilitate mangrove regarded as having social and educational functions. Whereas farmers rehabilitated mangrove because it have ecological and economic functions.
