- This thesis examines the role of Indonesia Infrastructure Guarantee Fund as a Public Private Partnership Project�s guarantee provider in infrastructure sector. Infrastructure projects are important to increase society welfare and to boost the economic development of a country, including Indonesia. The importance of infrastructure makes the government as a responsible party to provide the infrastructure facilities needs large capital to fund the projects. Government�s action to use Public Private Partnership scheme in infrastructure project and the establishment of Indonesia Infrastructure Guarantee Fund are being expected to attract the private investors to participate in PPP projects. The main issues to be discussed are what types of guarantee is covered by Indonesia Infrastructure Guarantee Fund in the Central Java Power Plant project, what is the obstacles during the execution of Central Java Power Plant project and what is the solution to overcome the obstacles. This thesis is prepared by the normative-empiric method. The study concluded that the types of guarantee covered by Indonesia Infrastructure Guarantee Fund in Central Java Power Plant project are the political risk and the default risk that might be caused by Contracting Agency and even though Indonesian legal system have provided laws regarding land acquisition for public interest, this does not guarantee that the land acquisition process would be easier.
