- Performance is a long process of job implementation measured from the level of success of public organization in performing its job. Practically, a public organization has a mutual correlation with its environment. Assessment of performance could be used as a measure of success of an public organization during certain period of time. The questions formulated in this research is why the performance DPRK Bireuen low function in the implementation of the legislation. Performance measurement DPRK Bireuen seen from the productivity, speed and quality. Productivity is the level of organization skills in generating products legislation in the organization that a draft Qanun which then passed into Qanun. Speed is the process of the discussion or the time used from the initial design proposal up to endorsement draft Qanun to Qanun. Quality is a measure that shows the contents of the legislation function. The methods used in this research is qualitative. The type of research used to research about the performance of the DPRK Bireuen is a descriptive research they purpose to get the picture in a systematic, factual and accurate on the facts, the nature of the phenomenon and the relationships are examined. Data collection techniques used in this research is observation, interview and documentation. The data analysis techniques to determine the validity of the data used triangulation techniques. The results obtained can research this is the DPRK Bireuen performance in functions they legislation is still low. It is seen from the productivity is still low, with still there is an endorsement Qanun an outside Program AreasLegislation and speed passage of the legislation are not products in a timely manner or within a targeted product quality as well as low due to legislation the charge or the contents of the Qanun, which not many take care of interests required by society. As for the factors that affect the performance of managerial techniques, human resources and political elements. The absence of a good managerial techniques such as the absence of a code of conduct so that the low performance of the legislation DPRK Bireuen.
