- Ladies special train is one of the services in each set of Prambanan Ekspress train (Prameks). Prameks trains that serve the Solo-Yogya solid lines have excess levels of service in the form of a special train women (KKW). KKW, is the result of the implementation of a policy issued by PT KAI DAOP VI Yogyakarta in 2010. Research will emphasize PT KAI as a research object for providing a good enough service for the passengers, especially women. In detail, this study used a qualitative research method, as it aims to explore the more detailed data in order to obtain understanding is not blurred. Researcher as the primary instrument of data searching. Search the data obtained by the newspaper documentation, photographs, and interviews with stakeholders as PT KAI, some passenger train Prameks as a target group. Then the researchers also direct observation into the passenger Prameks. To guide the way of writing the researcher, the researcher uses the theory of policy implementation by Merilee S Grindle, because mapping the implementation of the policy becomes the second big thing is the content and context of policy implementation. In addition to using the appropriate policy theory Grindle thought, to bind up the research that has been conducted by researchers using the concept of public service as an indicator of the implementation has been done by PT KAI. The findings of the field research is more focused on the services that have been provided by PT KAI to passengers in accordance with the policies that have been decided to be implemented. Then this research in mind mapping using the theory of gender mainstreaming, in order to be guided by the ministry of women. The results of theoretical analysis of policy implementation according to Grindle has been done by researchers, PT KAI is half-hearted in carrying out the policies of ladies special train, no socialization, level of service should be increased to the current tends to decrease with the increasing lack of availability of trains Prameks, security and conductor on the passenger train were neglected, and the amount of damage that result in the cancellation of the train trip was good while running or still in the station.
